For the past five years, a state law in Texas requiring the public's business be conducted out in the open in public view – has been under legal attack. Why? Because a few elected officials and a handful of small cities argue the threat of going to jail if they don't somehow causes a chilling affect and, therefore, infringes on their right to free speech.
